Iconic XC ski trail under threat: Tribunal ruling

In June 2024, we reported on the potential threat to Falls Creek’s iconic cross-country ski trail network due to a proposed development by Alpine Resorts Victoria (ARV). The proposal, which included clearing the main arterial XC ski trail for winter vehicle access, sparked widespread concern within the skiing community.

The Initial Concerns

Falls Creek, home to the internationally renowned Ski Classics Challenger & World Loppet, the Kangaroo Hoppet, is celebrated for its uninterrupted XC ski trails and world-class terrain. The proposed development threatened to:

  • Fragment the interconnected trail network, significantly impacting beginner-friendly areas and FIS racing loops.
  • Undermine Falls Creek’s reputation as a premier XC skiing destination.
  • Pose environmental risks, including habitat loss for critically endangered species.

Nick Montgomery, Secretary of the Cross-Country Skiing Association Victoria and a former Australian team member warned in June: “If implemented, this proposal will significantly harm cross-country skiing and ski touring at Falls Creek by removing the primary access trail to the broader network.”

Despite strong opposition from the local skiing community, led by organizations like the Cross Country Skiing Association Victoria (XCSAV), VCAT (Victorian Civil and Administrative Tribunal) recently granted a permit for the development. Here’s a closer look at the aftermath.

VCAT Decision and Community Reaction

Sandra Paul, President of XCSAV, expressed disappointment with the ruling but acknowledged the fairness of the hearing. She stated:

“While I must admit that I am incredibly disappointed with the outcome, I believe we presented our case as effectively as possible, supported by our highly experienced barristers. Having attended the entire VCAT process, I felt that the members gave due consideration to our objections, even those that were outside the direct scope of the planning scheme.”

Although the outcome was not in their favor, Paul found solace in VCAT’s acknowledgment of XC skiing’s importance:

“Although the result is not what we hoped for, it’s clear that we had a fair hearing, and our concerns were heard. VCAT directly considered the impact on XC skiing. This is something we can take solace in. We must now accept the decision and shift our focus toward moving forward with renewed determination.”

Looking Ahead: A Renewed Commitment

Despite the setback, Paul emphasized the importance of collaboration and advocacy for the future of XC skiing at Falls Creek:

“Personally, my focus now is to ensure that cross-country skiing at Falls Creek remains internationally recognized and that the Kangaroo Hoppet continues to evolve into the best race it can be. I look forward to collaborating closely with the Falls Creek team to ensure that cross-country skiing remains a key pillar of Falls Creek’s offerings while also advocating for the continued growth of both the sport and the event.”

The skiing community’s resilience and commitment remain evident. Paul’s call to action underscores the importance of unity: “Thank you for your ongoing support and commitment. Let’s stay focused on the path ahead, united in our purpose to showcase the unique and vital role of cross-country skiing at Falls Creek. More broadly, there are a number of other issues affecting our sport which need the advocacy of our community.”
